How to Merge PDF on Windows Without Installing an App

February 2026· 6 min read· Published by Dajai Studio

To merge PDFs on Windows without installing an app, first distinguish combining existing pages from printing to PDF or converting through Word. The right choice depends on whether you want page assembly, a printable copy or editable content.

Choose the operation before choosing the tool

On Windows, saving something as PDF and combining existing PDFs are different tasks. Start with what you have: finished PDF pages, content open in an application, or a document you need to edit. Choose the operation that matches that starting point. A new file with a .pdf extension does not, by itself, tell you how its pages were assembled.

Combine existing pages, then check A1, A2 and B1

For supported inputs, PDFcraft Merge appends existing PDF pages rather than converting their contents into Word paragraphs. Keep your originals while you prepare the combined copy. A successful download is a reason to inspect the result, not a guarantee that every document feature survived.

01

Establish the input sequence

Select your PDFs in Merge PDF and check the displayed file list. Each file contributes all its pages. Add files one at a time if necessary; remove and re-add a misplaced file because Merge has no drag-to-reorder control.

02

Merge and download

Run Merge, then save the resulting PDF. Suppose input A contains A1 and A2, while input B contains B1. With A before B, the expected order is A1 → A2 → B1. This is an example to check against your files, not a measured Windows browser test.

03

Reopen the saved file independently

Open the downloaded PDF in your viewer. Check the total page count, the end of A and the beginning of B, and any important links or bookmarks. If individual pages need moving, use Reorder Pages and check its saved result again before replacing an original.

Printing application content is a different workflow

Microsoft documents selecting Microsoft Print to PDF as a printer when saving printable application content. That is useful when your starting point is content in that application. It does not establish that several existing PDF page trees have been appended into one combined document. Do not rely on separate print jobs to merge files. Opening A and B in separate tabs and printing each does not automatically create the A1 → A2 → B1 result. Check the actual output instead of assuming that a PDF filename means the merge happened. This guide does not establish a built-in merge feature for every Windows configuration, or claim that no such option can exist.

Opening a PDF in Word converts its content

Microsoft explains that Word makes a copy of a PDF and converts it into an editable Word document, attempting to reproduce the layout. The result can differ from the original, particularly with complex content. Choose this route when editing is the objective and you can review the converted document. It is conceptually different from appending finished PDF pages. Keep the original PDF and inspect any later export; an editable reconstruction should not be treated as proof that the original page structure or navigation was preserved.

Frequently asked questions

Can Windows combine PDFs with Microsoft Print to PDF?

The documented printer workflow is not evidence of structural page merging. For existing PDFs, use a workflow that explicitly combines pages and verify its output. Separate print jobs do not automatically form one document.

Can I open a PDF in Word and combine it there?

This guide does not verify a direct PDF-merge workflow in Word. Opening a PDF converts a copy into editable content, and layout may change. Combining that content would be an editing task, not the same operation as appending the existing PDF pages.

How do I fix the page order before merging?

Check the displayed input list and remove/re-add files in the intended sequence. For changes within a file, use Reorder Pages, linked above. Reopen the final output and verify the boundaries between inputs as well as its first and last pages.

Why would a PDF still fail to merge?

Encrypted, damaged or unsupported structures can prevent processing; large files can also encounter resource limits. Printing is not an automatic repair for those problems. Keep the original and consult the general Merge guide linked above for supported navigation and input limitations.
