A paragraph correction needs a different editor
Changing existing wording, replacing its font or moving individual content objects is not provided here. The same applies to form design, OCR and comprehensive content editing. Adding an overlay over an error does not erase the original text or make a secure redaction.

Fix the page sequence
Use Reorder and inspect the numbered list. Save and reopen the result to verify the intended section order.
Decide whether all pages need rotation
Rotate applies the same additional angle to every page, so it may be unsuitable for a single sideways page in an otherwise upright report.
Number only after the sequence is final
Place numbers in a clear margin. Existing printed numbers remain, and a second numbering pass can add another overlay.
Navigation is part of the edit review
Merge, Reorder, Split and Delete reconstruct supported navigation and reject unsupported AcroForm input. Split/Delete remove navigation to omitted pages rather than sending readers elsewhere. Links, forms and signatures are separate from visible page content; a correct page count does not establish that every feature survived.
Avoid an image round trip for a text edit
PDF to Image followed by JPG to PDF makes image pages. That does not turn words into editable paragraphs and loses the original text/vector interaction. Keep the editable source document if one exists. Local browser processing still depends on loading web resources and having enough memory.
